Terms and conditions 

The subscriber agrees to the following terms and conditions:

A. Payment of bills
The subscriber will be fully responsible for the payment of all charges. All payments are due by the 25th of each month and become past due if not received by this date. If subscriber does not receive notice of an online invoice by the 15th of each month, it is the subscriber's responsibility to notify OIT.  If services are cancelled due to lack of payment, all past due and current charges, including non-payment processing fees specified in paragraph L below, must be paid before new service can be obtained.  If subscriber's account remains unpaid, a hold may be placed on the subscriber's university records and registration.

B. Disconnection of services
Subscriber must contact OIT to discontinue services.

C. Billing errors
Subscriber must contact OIT to report billing errors in order to receive appropriate credit.

D. 900/976 dialing
When requesting the 900/976 dialing restriction be removed from a telephone line, subscriber is responsible for any and all calls placed from that line to any 900/976 number. Subscriber may not dispute charges for any calls placed to a 900/976 number.

E. Three-way calling
Three-way calling is included as part of the local telephone service. Three-way calling allows the placing of multiple calls at one time and calls are not disconnected unless the switch hook is pressed for at least 5 seconds. Subscriber may not dispute any calls that occur simultaneously.

F. Telephones
Subscriber must provide their own touch-tone telephone.

G. Cable television service
It is a federal offense to receive a cable television signal for which subscriber is not properly authorized by the owner of such signal. It is illegal to allow another party to gain access to the cable television signal from subscriber's outlet. The subscriber is authorized to receive cable service for the outlet(s) at only the location specified when signing up for service. OIT reserves the right to inspect the integrity of its outlets at its discretion. Any unauthorized reception discovered by OIT will be traced back to the source and both outlets will be deemed to be in violation of federal law. If subscriber is suspected of violating this contract, the subscriber will be subject to investigation through the Duke judicial system and may suffer loss of cable television services and/or residential housing privileges.

H. Prepaid service
Prepaid service is calculated at the current monthly rate of service, including any applicable taxes, multiplied by four months for the semester or eight months for the academic year. This service is refundable only if the subscriber vacates the room during the period covered by the prepaid service.

I. Online billing and payment
Subscriber's electronic payments are posted to accounts within 24-48 hours. Payments are reflected on the next invoice. If subscriber has paid the balance forward on the bill, but it is not yet reflected on the bill, subscriber should deduct it from the total amount due when paying the bill. Subscriber may cancel enrollment in the online service at any time by contacting OIT. The next billing statement after this request will be mailed via U.S. mail.

J. Room changes
Telephone numbers are permanently assigned to residential housing units and may not be reassigned. Telephone intercept and number referral service is not provided. The subscriber agrees to notify OIT when changing rooms or vacating the residence halls.

K. Rates and rate changes
Rates for intrastate, interstate and international calling are available here. Rates will be established on August 1 each year and remain in effect for one year. Long distance rates are subject to change when new long distance tariffs are approved and implemented by the long distance carriers providing service to the university. At least 30 days notice will be given prior to any rate increase. If OIT receives less than 30 days notice of a rate increase, notice shall be given as soon as possible.

L. Fees
The following fees will be assessed to the subscriber's account: $25 for the reconnection of service which was terminated due to non-payment; $25 per returned check; $75 for replacement of damaged or lost converter box and remote control; $200 for damaged or lost pager; $75 for repair calls due to faulty customer equipment or abuse. The North Carolina Utilities Commission does not regulate rates, charges, payment arrangements, and rules on disconnection. A listing of all rates and charges is available here.

M. Damages
The subscriber will be assessed a time and materials fee for the repair of any damages to university telephone and cable television facilities.

N. Emergency service
Enhanced 911 emergency service (E911), which permits automatic identification of the caller and the caller's location, is available through the university's telephone system. Persons calling 911 from the university should provide their identification and location to the 911 operator. Such calls must be completed by dialing 911 from the university telephones.

O. Breach of contract
This contract shall be voidable at the option of the subscriber and without further liability to the subscriber if OIT breaches the contract. This contract may be terminated by OIT upon the subscriber's breach of contract. Subscriber will be liable for all charges incurred up to the date of breach.

P. Governing Rules and Regulations
A copy of Chapter 14A of the Rules and Regulations of the North Carolina Utilities Commission is available for inspection during business hours at the OIT Telecom Help Desk, American Tobacco Campus, Strickland Building, 334 Blackwell St. A copy of this chapter will be provided free of charge upon request by the subscriber.
